the spotlight has widened to focus on other trade issues. On the minds of many free trade advocates is the fact that Trade Promotion Authority (TPA) is set to expire in July 2007. Popularly known as “Fast Track”, TPA is a “procedural mechanism,” enacted as part of the Trade Act of 2002, that enhances “the president’s credibility in negotiating complex multilateral trade agreement by streamlining the congressional approval process in return for enhanced congressional oversight.” (Brookings Institution, Policy Brief #91 – 2001).
To date, according to the Office of the United States Trade Representative, “taken together the countries with which the administration has completed or is negotiating free trade agreements constitute America’s largest export market, drawing $78 billion in U.S. exports in 2004 and comprising the world’s sixth largest economy.”
